Job Description

Reporting to the Director of Engineering Services, or designate, be responsible for the provision of overall management and co-ordination of all functions of the Development Engineering Division in the Engineering Services Branch. Responsibilities

Planning, managing and administering engineering related aspects of all development applications and the Division work program;  assigning, supervising, expediting and coaching/disciplining staff; developing, implementing, enforcing, reviewing and amending practices, policies and procedures; acting as a liaison/representative supporting Branch/Department and City initiatives or directives; providing professional engineering advice; preparing by-laws and development agreements; administering financial securities or obligations associated with development approvals; formulating and administering the Division Operating Budget and providing input to Branch Capital and Forecast budgets; undertaking personnel administration duties.



Job Requirements

Knowledge and skills normally associated with completion of a Bachelor of Science Degree in Civil Engineering (4 years) and eight (8) years of relevant engineering experience, 5 of which are in a supervisory capacity or an equivalent combination of education and relevant experience.

Must be registered as a member of the Association of Professional Engineers of Ontario.

Extensive knowledge of land development process including advanced knowledge of the Municipal Act and Planning Act

Advanced skills and experience using PC equipment and related software applications (i.e. MS Office Suite) and related engineering software applications

Advanced project management, coordination training and multi tasking abilities

Well developed facilitation training and alternative dispute resolution skills

Intermediate level training and experience in supervising, coaching and progressive discipline

Proven managerial abilities, effective leadership qualities, maturity, sound judgement, tact and discretion.

Excellent communication skills, both oral and written, to deal effectively and tactfully with staff, developers, consultants, other professionals and external agencies.

An analytical thinker to allow a systematic approach to assessing complex technical information/issues. Well developed interpersonal skills in dealing with all contacts - public and private - and an administrative flair to organize and prioritize work that enable the manager to be a dedicated team leader in the Development services department

A solid technical math background with the ability to manipulate technical formulae. Demonstrate a logical progression of thought on technical and administrative matters. Proven strong administrative, research and analytical skills.

Excellent interpersonal skills with the ability to establish and maintain good working relationships.

Possession and maintenance of a valid, unrestricted Ontario Driver’s Licence, minimum Class “G”.
